Tasks: Hide empty task groups

To clean up the UI/UX, we would like to hide task groups (In review, In progress etc) when they contain no tasks. They would automatically become visible when tasks were added to them.

Implementation

This is a bit complex to implement as we cannot use CSS (no has support) and with Hotwire we have stream and frame events. Perhaps the best approach is to observe task group contents and hide the group when there are no tasks.
