Website refresh

The goal of this project is to update the CityDAO site (https://www.citydao.io/) to improve the look/feel, bring the content up-to-date, and successfully onboard new users to the DAO.

NB. I (@tyro) work on UTC time, so I’ll try and run this project as async as possible to make sure everyone can stay involved. In practice that means there will be a tik tok cadence of work -> feedback -> work, with the feedback periods long enough to cover all timezones.
